Their goal is not to breach bank systems directly, but to manipulate victims into voluntarily disclosing:

Internet banking logins and passwords

Card details and CVV codes

Mobile OTP codes used to authorize transfers

Once an OTP is handed over, banks generally regard the transaction as client-authorized, making it extremely difficult to reverse losses.

IDBank’s guidance to customers is straightforward: never disclose usernames, passwords, PINs or SMS codes over the phone, and always verify concerns by calling official bank numbers listed in apps or on cards.

A Microcosm of a Larger Problem

While this particular fraud warning focuses on financial crime, it comes amid ongoing concerns about corruption and weak institutional controls in Armenia.

According to the most recent Corruption Perceptions Index (CPI) published by Transparency International, Armenia scored 46 out of 100 in 2025 — a slight drop from 47 the previous year — and ranked 65th out of 182 countries. A lower score indicates a higher perceived level of public-sector corruption.

For context, the global average CPI score in 2025 was 42, placing Armenia marginally above the global mean but far below the levels associated with more transparent governance.

Trends in Perception and Reality

Armenia saw considerable improvement in anti-corruption scores between 2018 and 2020 following political change, with its CPI score rising from 35 to 49 — one of the fastest improvements worldwide at the time. However, recent stagnation and slight declines signal that progress remains fragile.

Public surveys have long reflected widespread experience and concern over corruption. In a past survey, a majority of Armenians reported that corruption was increasing, with sectors such as public institutions, courts, health, education and police cited as most affected.

Anti-corruption monitoring by the OECD’s Anti-Corruption Network similarly highlights that, while legal frameworks exist, enforcement practices and preventive measures require strengthening to tackle entrenched risk.

Fraud, Corruption and Citizen Trust

Financial fraud and broader corruption challenges are interconnected. Weak oversight, gaps in consumer protection, and limited public trust in institutions can embolden criminal actors — whether they are organized fraud networks or officials exploiting power imbalances.

Experts say that alongside law enforcement and banking safeguards, robust public awareness campaigns and transparency initiatives are critical for reducing both fraud and corruption.

As Armenia continues grappling with its CPI score near the global average, fraud warnings such as those from IDBank signal that systemic risks extend beyond perceptions and into everyday financial behavior.

Armenian consumers are facing a growing wave of financial fraud schemes, officials warn, underscoring a broader climate of vulnerability in the country’s financial and governance systems.
