The banks most impacted: ID Bank, Inecobank and Ardshinbank.

More than 300 complaints had been filed by April 2025, mostly relating to these three financial institutions. The frauds have been severe enough that loans taken in victims’ names prior to June 1, 2025, have been frozen pending the outcome of criminal investigations.

Scope of Damage & Bank Responses

New cases emerging: Beyond the three banks above, Artsakhbank has also reported fraud cases with estimated losses around 10–11 million AMD.

Restitution partial, but limited: In some instances stolen funds have been recovered. However, banks are reportedly refusing to return amounts already deducted from victims’ salaries or pensions as loan repayments.

Legal risk for victims: Courts may treat victims as “fraudsters” if evidence suggests bad faith or complicity. In those cases, the contracts would remain enforceable. But if the victims are found innocent, the debts may be canceled. Observers stress that the primary burden of correct identification and verification lies with the banks.

Investigative setbacks: Some investigators originally assigned to the fraud cases have been dismissed, and cooperation with new investigators remains limited, raising concerns around accountability.

Regulator Steps In — Central Bank of Armenia

The Central Bank of Armenia has launched inspections and audits of the remote/online services of the affected banks. Where violations are found, corrective measures will be imposed. In other cases, where fraud stemmed from customers being duped into sharing credentials, interim solutions are being sought.

The regulator announced that the banks have agreed to postpone loan repayments for affected clients for three to five years, with no interest accrual during this pause. ID Bank offered five years, while Inecobank and Ardshinbank offered three years.

The Central Bank has also pressed financial institutions to strengthen remote identification and authentication and to educate consumers on fraud risks. Officials emphasize that most fraud events stemmed from customers unknowingly handing over personal data or passwords to fraudulent agents.

Root Causes: Human Factor, System Weaknesses, Rising Sophistication

Human vulnerabilities

Experts assert that most fraud cases don’t begin with hacking systems, but with deceiving individuals into divulging credentials. Many victims share passwords, click doubtful links, or trust false banking communications.

Systemic and procedural gaps

Weak remote identification processes.

The rapid growth of express online lending limits manual oversight.

Lack of fraud insurance or reversibility mechanisms.

Regulators and banks are struggling to keep pace with evolving fraud tactics.

New tools and defenses

One positive development is the imID digital identity platform, launched in 2024 by leading banks and telecom firms, offering stronger authentication. Some banks have also increased financial literacy campaigns to help customers recognize scams.

Impact and Social Stakes

Many victims are ordinary employees, pensioners, and small business owners, making the financial consequences especially severe.

Banks’ refusal to reimburse amounts already withheld from salaries or pensions adds hardship.

The resolution of these cases will test Armenian courts’ approach to fraud liability and whether victims will be treated as innocent or blamed for negligence.

Weak oversight risks eroding public trust in Armenia’s banking system, potentially pushing more citizens toward cash and informal transactions.

Looking Ahead: What Needs to Be Done

Clearer legal standards to distinguish innocent victims from fraudulent actors.

Stricter rules for remote onboarding, including multi-factor authentication and biometric checks.

Mandatory fraud insurance and mechanisms for reversing fraudulent transactions.

Transparent dispute resolution through a financial ombudsman with binding authority.

Ongoing public awareness campaigns targeted at vulnerable populations.

Stronger investigative independence to ensure accountability and transparency.

This crisis in online banking fraud in Armenia is not just about stolen money — it reveals deeper tensions around accountability, trust in institutions, and the balance between technological convenience and security. The decisions made now by banks, regulators, courts, and civil society will shape the future of Armenia’s financial system.

Over the past months, hundreds of Armenian citizens have fallen victim to a wave of large-scale online banking fraud in which criminal actors used stolen personal data to open loans, make withdrawals, or otherwise exploit victims’ accounts.
