Since the 2018 Velvet Revolution, the government has promised to tackle corruption, strengthen institutions, and restore public trust in government. Yet as recent investigations and prosecutions target prominent opposition figures, an uncomfortable question has emerged: when does anti-corruption enforcement strengthen democracy, and when does it risk being perceived as a political weapon?

The challenge is not unique to Armenia. Around the world, governments that come to power on anti-corruption platforms often face accusations that investigations are directed primarily at political opponents. Even when allegations are legitimate, public confidence can erode if citizens believe that justice is being applied selectively.

Recent corruption-related charges against high-profile opposition politicians have reignited this debate. Supporters of the government’s actions argue that no individual should be above the law and that accountability is essential if Armenia is to break with past practices. Critics contend that the timing and focus of certain investigations create the appearance of politically motivated enforcement.

The reality may be more complex than either side admits. Effective anti-corruption efforts require governments to investigate credible allegations wherever they lead. At the same time, legitimacy depends not only on securing convictions but also on demonstrating fairness, transparency, and consistency.

This creates a difficult balancing act. If authorities hesitate to investigate powerful political figures, they risk perpetuating a culture of impunity. If they focus too heavily on opposition figures while neglecting allies and insiders, they risk undermining confidence in the very institutions they claim to strengthen.

Other countries in the region provide useful lessons. Georgia, Ukraine, and several Central and Eastern European states have all struggled with similar tensions. In many cases, the long-term success of anti-corruption reforms depended less on individual prosecutions and more on the strength of institutions conducting them. Independent courts, transparent investigative procedures, public access to information, and robust oversight mechanisms proved more important than any single high-profile case.

For Armenia, the ultimate test will not be whether a particular politician is convicted or acquitted. The real measure of success will be whether citizens believe the same standards apply to everyone, regardless of political affiliation.

Anti-corruption campaigns can strengthen democracy. They can also deepen polarization if they are perceived as instruments of political competition. The difference lies in institutional credibility.

As Armenia continues its reform journey, the question is no longer whether corruption should be investigated. It should. The more important question is whether the public can trust that investigations are driven by evidence rather than politics. The answer will shape not only the future of anti-corruption efforts but also public confidence in Armenian democracy itself.

For years, Armenia has presented itself as one of the most ambitious reformers in the Caucasus.
