For a time, it seemed to succeed. Investors were intrigued, the government celebrated, and its director, Davit Papazian, became a central figure in Armenia’s economic ambitions.

But five years later, the story of ANIF is no longer one of promise. It has become a cautionary tale of mismanagement, questionable financial flows, and corruption allegations at the highest levels. Today, Papazian stands accused of forgery, large-scale money laundering, and abuse of power. His associates, Bella Manukyan and Karineh Andreasyan, face similar charges, as investigators unravel a financial scandal that has shaken public trust in Armenia’s economic governance.

From Vision to Controversy

ANIF was supposed to represent a new era of public-private partnership. It was established to channel both state and foreign capital into large projects that could modernize the economy. Papazian, who was appointed as its first director, was seen as the man who could bridge Armenia’s domestic priorities with international finance.

But questions about ANIF’s transparency began to surface almost immediately. Critics argued that its structure lacked accountability and that its projects were shrouded in secrecy. By 2024, the government moved to dissolve the fund altogether — an extraordinary step that signaled how deeply flawed it had become.

The Web of Funds: ANIF, ESIF, and CFW

In 2020, ANIF launched another initiative — the Entrepreneur + State Anti-Crisis Investment Fund (ESIF) — to support businesses during economic shocks. At least on paper, ESIF was designed to be a safety net for struggling enterprises.

Instead, it became a key focus of investigators. In May 2023, just over a week after the company CFW CJSC was incorporated under the leadership of Karineh Andreasyan, ESIF transferred 1.5 billion AMD (around $3.8 million) into CFW’s accounts.

That transfer raised immediate red flags. CFW’s ownership was linked to entities registered offshore in Delaware, USA — a jurisdiction often used to conceal beneficial ownership. Investigators began to suspect that Armenian public funds had been quietly funneled abroad under the guise of legitimate investment.

The Charges

Prosecutors are now pursuing criminal charges against all three figures:

Davit Papazian is charged with document forgery, laundering especially large amounts of money, and abusing his official powers in ways that caused significant financial harm.

Bella Manukyan, who once directed ESIF, faces allegations of forgery and abuse of her position, also linked to financial losses.

Karineh Andreasyan, head of CFW CJSC, is accused of laundering vast sums of money by leveraging her political and institutional connections.

Authorities have not disclosed whether any of the accused are currently in custody, on bail, or subject to travel restrictions.

A Systemic Problem, Not Just a Scandal

What makes this case particularly alarming is not only the missing millions, but also what it reveals about the fragility of Armenia’s financial institutions. Funds like ANIF and ESIF were designed to stabilize the economy and foster innovation. Instead, they appear to have become vehicles for private enrichment, with little oversight or accountability.

The accusations against Papazian and his network highlight a deeper issue: the blurred boundary between public service and private gain in Armenia. When key economic structures can be captured and diverted for questionable purposes, it undermines both domestic stability and international confidence in the country’s governance.

Looking Ahead

The investigation is still in progress, and more details are likely to surface as financial records and offshore documents are examined. The case has the potential to become one of the largest corruption trials in Armenia’s recent history — both for the scale of money involved and for the high-level figures implicated.

For ordinary Armenians, however, the scandal is more than just headlines. It represents lost opportunities — funds that could have supported businesses, created jobs, and strengthened the country’s economic resilience. Instead, those millions are now missing, with their trail leading through offshore accounts and shadowy transactions.

Whether Armenia’s judicial system can deliver justice in this case remains to be seen. But the fall of Davit Papazian, once trusted with stewarding Armenia’s future, already stands as a stark reminder of how fragile public trust can be when economic power is placed in the hands of a few.

When the Armenian National Interests Fund (ANIF) was created in 2019, it carried a bold mission: to attract foreign investment, fuel economic growth, and position Armenia as a serious player in regional finance.
