سجل كامل للشرطة: مسؤولون أُلقي القبض عليهم وأُحيلوا إلى العدالة في أذربيجان في عام 2025

Throughout 2025, Azerbaijan experienced an unusually dense sequence of arrests, detentions, and court proceedings involving senior officials, municipal executives, regulatory officers, and top managers of state-linked enterprises. The cases, spread across the calendar year, cover a wide range of alleged offenses — from bribery and abuse of office to large-scale embezzlement, money laundering, and economic crimes.

What distinguishes this period is not merely the number of cases, but the seniority of the individuals involved and the diversity of institutions affected. Below is a detailed, case-by-case account of officials arrested or prosecuted during the year, based on publicly reported court and investigative actions.

Arrests Within Local Executive Authorities

In March 2025, law enforcement authorities arrested Tural Məmmədov, former head of a department within the Sheki City Executive Authority. According to the investigation, Məmmədov is accused of committing fraud by exploiting the vulnerability of families of fallen servicemen. Criminal proceedings were initiated under Article 178 of the Criminal Code. A court ordered his placement in pre-trial detention while the investigation continues.

Later in the year, in October, İslam Rzayev, the former head of the Balakən District Executive Authority, was detained. Prosecutors allege that during his tenure he engaged in repeated acts of bribery and embezzlement, misappropriating public funds and abusing his official authority. He was charged under Articles 179.3.2 and 311.3.2 of the Criminal Code and placed in custody pending trial.

In November, the Prosecutor General’s Anti-Corruption Directorate conducted a large-scale operation at the Qaradağ District Executive Authority. As a result, several senior officials — including the deputy head of the authority, department chiefs, and inspectors — were charged with accepting bribes as an organized group. Criminal cases were initiated under Articles 311.3.1, 311.3.2, and 311.3.3. Some suspects were arrested, while others were subjected to restrictive judicial measures.

Officials in the Agricultural and Technical Supervision Sector

On April 3, criminal cases were opened against Rəşad Yolçuyev, a senior official of the State Technical Supervision Department, and Arif Həsənov, an official of the State Agrarian Development Center under the Ministry of Agriculture.

According to investigators, between 2022 and 2025 the two officials systematically solicited and accepted bribes from citizens and businesses in exchange for facilitating technical inspections, registration of agricultural machinery, and other regulatory procedures. Both were dismissed from their positions, and courts ordered house arrest as a preventive measure while the investigation proceeds.

Customs and Trade-Related Arrests

Customs authorities were the subject of multiple enforcement actions in 2025.

On April 8, an operation carried out by the State Customs Committee led to the detention of Hidayət Məmmədov, a customs officer at the Xaçmaz Customs Directorate, and Bayram Məmmədov, an inspector at Azərterminalkompleks, along with several private individuals. The suspects are accused of abuse of office, bribery, and facilitating the illegal movement of goods. Courts ordered pre-trial detention for key defendants, while investigations continue against others.

Another major customs-related operation took place on December 11, when law enforcement detained multiple senior customs officials, including heads of departments and port-related units. According to official information, the suspects are accused of organizing smuggling schemes, misusing official authority, and engaging in financial crimes connected to customs clearance and logistics operations. Several individuals were placed in custody for a period of two months and twenty days.

High-Profile Cases in the Energy Sector

One of the most consequential prosecutions of the year involved رامين إساييف, former CEO of SOCAR-AQŞ. In September 2025, the court delivered a verdict finding Isayev guilty of large-scale embezzlement and money laundering. He was sentenced to 14 years of imprisonment and barred from holding public office for an additional four years. The criminal case was investigated by the Prosecutor General’s Anti-Corruption Directorate.

Shortly thereafter, in the same month, Adnan Ahmadzade, former Vice President of SOCAR Investments and Marketing, was detained by the State Security Service. A court ordered four months of pre-trial detention. The charges relate to serious economic crimes and alleged misappropriation of assets. Ahmadzade had previously held influential roles within SOCAR’s international and commercial operations.

Former Senior State Leadership

In October, the court formally accepted criminal charges against Ramiz Mehdiyev, former Head of the Presidential Administration and later President of the National Academy of Sciences of Azerbaijan. The charges include abuse of power, financial crimes, and money laundering. The court ordered Mehdiyev to remain under house arrest for four months while proceedings move forward.

The Broader Picture

Taken together, the cases of 2025 reflect enforcement actions across nearly all key layers of state authority: local executive bodies, regulatory agencies, customs services, and strategic state enterprises. Many of the alleged crimes are not isolated incidents but are described by investigators as having occurred over extended periods, involving repeated conduct and, in some cases, organized participation.

The year stands out for the seniority of the figures involved and the diversity of institutions affected. While some cases have already resulted in convictions and long prison sentences, others remain under investigation or in the early stages of judicial proceedings.

Closing Note

The full legal consequences of the 2025 cases are still unfolding. What is already clear, however, is that the year marks one of the most intensive periods of criminal proceedings against public officials in Azerbaijan in recent memory, with implications that extend beyond individual defendants to questions of governance, institutional control, and accountability.
